Is My Child Eligible?
Income guidelines are used as a starting point to review each application on a case-by-case basis. However, many children qualify for ECEAP due to other factors.
🔹To qualify for ECEAP, all children must be 3 or 4 years old by August 31st of the current school year. For example, to enroll in the 2025/26 school year, children must be at least 3 years old by August 31st, 2025.

Children instantly qualify if they are:
- In a foster care or kinship care setting
- Have been adopted
- Have an IEP and qualify for special education services
🔹Most children are eligible for ECEAP based on their age and family income. Families who qualify for SNAP benefits are eligible based on income.
🔹Children above the income requirement may be eligible who have multiple support needs, including:
- Factors such as homelessness, family violence, chemical dependency, foster care, or incarcerated parents.
🔹If your child turns 3 after August 31st, BUT is enrolled in a Birth to 3 program, your child will be eligible to enroll in ECEAP once they are 3 and their time in the Birth to 3 program has ended.
After eligibility is determined, children are prioritized for enrollment as space is available in their communities. If space is not available, children will be placed on a waitlist and families will be contacted as soon as space is available at any time throughout the school year.
